Have any disabled people had problems receiving reasonable accommodations from ETS for the GRE Exam?

I am writing on behalf of a friend of mine who is disabled. He had a horrible time trying to get accommodations to take the GRE (Graduate Record Exam) through ETS (Educational Testing Service). He was able to take the exam in written format but was denied time and a half (yet no one ever explained why this was denied or how it could be appealed). He complained about ETS to the US Department of Education and it seems that the Department is too involved with ETS to get anything done. I was wondering if any other people with disabilities had this sort of experience with ETS or the Department of Education?
His disability is visual and his doctor filled out and signed the forms on the ETS website. Even though they were sent Certified Mail, the first time he sent these documents to ETS, they did not acknowledge receiving a number of them and they had to be resent. Luckily, he kept copies.
I know someone with a reading disability and he had the same problem. Even though this person gets twice as much time for university tests due to his slow reading, ETS didn’t budge at all on the GRE and he didn’t get any extra time. I don’t think there’s any way you’ll be able to get extra time from them. The good news is that most places don’t care much about your GRE score as long as you didn’t bomb it and with an actual disability I don’t even think it’ll be an issue.
