Since you are in India, check out http://www.geebeeworld.com for all the help you need.
You are not eligible to study in the USA as you don't have 16 years of education so don't waste time and money with the GRE. With 15 years, you may only apply to UK, Australia, New Zealand, France and Germany.
To complete 16 years, do 1 year of some MSc program here in India. Then you will become eligible.
For France: http://www.campusfrance.in
For Germany:http://campus-germany.org
For UK: http://www.britishcouncil.org
For Australia: http://www.IDP.org
Move to the European Union. They are seriously inclined towards strengthening relations with India and are encouraging Indians to study in the EU. Choose France or Germany.
All the best!

Yes, you are eligible. However, If you have completed a 3-year degree program in India, the advisable plan of action to maximize eligibility for U.S. graduate schools is to apply for a Post Graduate degree in India. A one-year university affiliated program will make up for the fourth year of a U.S. Undergraduate degree.
The Graduate Record Examinations (GRE) General Test measures verbal reasoning, quantitative reasoning, and critical thinking and analytical writing skills that have been acquired over a long period of time and that are not related to any specific field of study. The GRE Subject Tests gauge undergraduate achievement in eight specific fields of study and is often required for admission into a master's degree program.

The GRE Subject Tests gauge undergraduate achievement in eight specific fields of study and can help forecast a candidate's potential for success in graduate school. Each Subject Test is intended for students who have majored in or have extensive background in that specific area.
