You are not eligible to study in the USA as you don’t have 16 years of education so don’t waste time and money with the GRE. With 15 years, you may only apply to UK, Australia, New Zealand, France and Germany.

To complete 16 years, do 1 year of some MSc program here in India. Then you will become eligible.

Move to the European Union. They are seriously inclined towards strengthening relations with India and are encouraging Indians to study in the EU. Choose France or Germany.
